Cluj-Napoca public lighting with LED

Progetto concluso

In order to improve road safety and save energy, a part of Cluj-Napoca’s street lighting system is being modernized and equipped with modern LED lamps and a telemanagement system. In addition, the indoor lighting system of public buildings will be replaced by modern LED technology.

Contesto

Under the Swiss-Romanian Cooperation Programme the European Energy Award is being introduced in four Romanian pilot cities. The European Energy Award is a quality management and certification system for municipalities committed to sustainable municipal energy, climate and transport policies. It is based on the label “Energy City”, which has originally been developed in Switzerland. Cluj-Napoca, a city of 305'000 inhabitants located in Transylvania, is one of the four selected pilot cities. Based on its Sustainable Energy Action Plan (SEAP) it has identified the modernization of the public lighting as a priority infrastructure project, as the energy used by the current system represents a significant part of the total energy consumption of Cluj-Napoca.

Obiettivi

The goal of the project is to save energy by improving the quality and energy efficiency of the public lighting system in Cluj-Napoca.

Gruppi target

The direct beneficiary of the project is the Municipality of Cluj-Napoca who will save costs and thereby be able to release funds for additional improvements and energy saving measures. Indirect beneficiaries are the municipal employees in the rehabilitated office buildings benefitting from improved working conditions, as well as the 305'000 inhabitants of Cluj-Napoca and its visitors who benefit directly from the improved road safety and security and indirectly from the improved public finances of the city.

Attività
  • The replacement of aged indoor fluorescent or incandescent lamps with modern LED lamps equipped with sensors for future intelligent control in two municipal office buildings and a municipal parking;
  • The replacement of old mercury- or sodium-vapor street lamps with LED lamps, using the existing poles and cables, in 22 streets of Cluj-Napoca;
  • The extension of a telemanagement system to monitor and optimize the operation of the street lighting system.
Risultati

Risultati raggiunti:  

  • With Swiss support, Cluj-Napoca has replaced old street lamps with 1,640 energy-efficient LED lights that can be individually controlled by means of a state-of-the art control system, making the streets safer at night.
  • Old lamps have also been replaced on market squares and pedestrian passageways and in public buildings.
  • It is estimated that thanks to Switzerland's support, Cluj-Napoca is able to save CHF 120,000 in energy costs per year and reduce its CO2 emissions by 500 tonnes per year.
