Switzerland is supporting a sustainable energy policy in six partner countries with around CHF 190 million from its enlargement contribution. In Estonia, for example, the contribution is being used to make the design of three preschools and a home for the elderly more energy efficient. Four Estonian communities showcased their building projects on 14 March 2014. In February 2014, Switzerland approved a project to institutionalise the energy city label in Romania.

Topics under discussion included cooperation between the two countries in the field of policing and experiences with the enlargement contribution.

More than 200 projects are now being implemented as part of the enlargement contribution. At the annual conference of Swiss Cooperation with Eastern Europe on 31 May 2013 in Bern, government representatives and experts from Switzerland and abroad discussed the importance and the impact of these projects. About 750 people took part in the annual conference in the Hotel National, an exceptionally high turnout.
Kick-off to the Swiss-Romanian Research Projects

On 29 August 2012, an information event was held in Bern on the Swiss-Romanian research projects being supported by the Swiss Enlargement Contribution for the benefit of Romania. The moment has now come to get underway with the implementation of the 26 projects selected. As a rule, they are to last for a three-year period and be terminated by 2015. Switzerland is supporting the programme with an amount of CHF 10 million.
Promotion of community service work as an alternative to imprisonment in Romania

As part of its enlargement contribution to Romania, Switzerland supports Community Service Workshops as an alternative to imprisonment. This integrative and low-cost form of punishment is provided in four workshops. It provides Romanian judges with an alternative to short prison terms. The system is based on a model from Zürich that has been running successfully in Switzerland since 1998. Persons sentenced to short prison terms can keep their job and remain in their familiar environment. They do not need to be reintegrated into society because they do not go to prison at all. It also seems that the rate of recidivism is lower.
Launching conference in Bucharest for the SECO "Energy City" programme

Romania’s medium-sized cities (45,000 to 350,000 inhabitants) have the opportunity of competing to join the SECO “Energy City” programme. To ensure that all interested cities receive uniform and transparent information on the criteria for the competition, the Romanian authorities responsible in each case met with a Swiss delegation at an inaugural conference for the “Energy City” programme on 1 July in Bucharest.
Enlargement contribution: Bilateral framework agreements with Bulgaria and Romania signed

Bern, 07.09.2010 - The president of the Swiss Confederation, Doris Leuthard, Federal Councillor Micheline Calmy-Rey, the Bulgarian Minister for EU Funds Management Tomislav Donchev, and the Romanian Foreign Minister Teodor Baconschi, signed the bilateral framework agreements with Bulgaria and Romania on September 7, 2010. The agreements stipulate the content and implementation of the Swiss enlargement contribution to those countries. First projects will presumably be selected and implemented towards the end of 2010.

Lors de sa séance du 23 juin 2010, le Conseil fédéral a approuvé les accords-cadres bilatéraux avec la Bulgarie et la Roumanie et décidé de procéder à leur signature. Ces accords régissent le contenu et la mise en œuvre de la contribution suisse à l’élargissement en faveur de ces deux pays. Les premiers projets pourront sans doute être sélectionnés et réalisés dès fin 2010.

As the second Chamber of the Swiss Parliament to do so, the Council of States followed the National Council on 7 December 2009 in approving the Federal Decree on the enlargement contribution for Bulgaria and Romania This parliamentary decision enables Switzerland to finance projects and programmes designed to reduce the economic and social disparities in Bulgaria and Romania.

Information on the results achieved in the last three remaining country programmes that are still under way, e.g. mine clearance in Croatia, the promotion of SMEs in Romania and decommissioned trams from Basel improving Bulgaria's public transport system. The report also briefly explains the background to the second Swiss contribution to selected EU member countries.

The ten countries that joined the EU in 2004 have completed their projects under the enlargement contribu-tion. SECO and the SDC have taken stock of the last decade and published the results in their 2017 annual report. The projects have made a significant contribution to reducing economic and social disparities in Europe. Switzerland was also able to use its expertise to make a meaningful contribution to a number of projects.
