Swiss international law expert, Walter Kälin, elected to the UN Human Rights Committee

On 17 January 2012, the States Parties to the International Covenant on Civil and Political Rights elected Walter Kälin, Professor of Constitutional and International Law at the University of Bern, as member of the UN Human Rights Committee. The Committee monitors the States Parties’ compliance with the Covenant. Walter Kälin replaces the Swiss international law professor, Helen Keller, who resigned after being appointed judge at the European Court for Human Rights in 2011.

Appointment of the State Secretary and of the General Secretary in the FDFA

The Federal Council today appointed Yves Rossier, who is currently Director of the Federal Office of Social Security in the Federal Department of Home Affairs (FDHA), as the new State Secretary in the Federal Department of Foreign Affairs (FDFA). He will succeed State Secretary Peter Maurer, who is to become President of the International Committee of the Red Cross (ICRC) in Geneva. The Federal Council also announced that Benno Bättig, currently General Secretary in the FDHA, will be the new General Secretary in the FDFA. He will succeed Roberto Balzaretti, whom the Federal Council has appointed ambassador and head of the Swiss Mission to the European Union in Brussels.

Swiss experts improve the water supply in the Philippines

Six experts from the Swiss Humanitarian Aid Unit who flew to the disaster area in the Philippines just before Christmas returned to Switzerland yesterday. Their task was to support local authorities in re-establishing water supplies in the South Philippine town of Cagayan de Oro and in several evacuation centres in the region.

The President of the Confederation to travel to Turkey

The President of the Swiss Confederation and head of the Federal Department of Foreign Affairs, Micheline Calmy-Rey, will travel to Turkey from 26 to 27 December at the invitation of the Turkish Minister of Foreign Affairs, Mr Ahmed Davutoglu.

Federal Councillor Didier Burkhalter assumes office as head of the Federal Department of Foreign Affairs (FDFA) on 1 January 2012. The President of the Swiss Confederation, Micheline Calmy-Rey, handed the FDFA dossiers to her successor today.

Protection of the Swiss Embassy in Tripoli

A detachment of the Swiss Armed Forces will ensure security for the Swiss Embassy in Tripoli and its staff in the coming year. The Federal Council has taken this decision on the basis of a deployment plan.

Switzerland sends experts to the Philippine disaster area

During the night of 17 December a tropical storm devastated large parts of the south of the Philippines. Hundreds of thousands of people have been affected by this disaster and about 1000 people were killed. In response to the emergency, the Federal Department of Foreign Affairs (FDFA) has decided to send six experts from the Humanitarian Aid of the Swiss Confederation to the disaster area. They will make sure that access to drinking water is improved and that hygiene measures are stepped up.

International Humanitarian Fact-Finding Commission – election of the 15 members

The 15 members of the International Humanitarian Fact-Finding Commission (IHFFC) were elected at a diplomatic meeting on Friday 9 December 2011 in Bern. The new Commission includes a Swiss national. The IHFFC is a permanent body available to act at the request of a State party involved in a conflict to investigate facts that may constitute war crimes or other violations of international humanitarian law.

Paradigm Change in Global Climate Policy

Following tough negotiations, the 17th United Nations Climate Change Conference in Durban (South Africa) ended with a positive outcome on Sunday, 11 December 2011. In future, all countries will be obliged to reduce their greenhouse gas emissions on the basis of the scale of their emissions and their capacity to reduce them.
