The Federal Council has authorised the Federal Department of Foreign Affairs (FDFA) to apply for a credit commitment of 10 million francs to finance the strengthening of the exterior protection of the sites of international organisations based in Switzerland and the maintenance of existing exterior security installations.
Following the attacks in Baghdad in 2003, Algiers in 2007, Madrid (2004) and London Londres (2005), the United Nations and certain international organisations based in Switzerland decided to strengthen the exterior security of their property and of access roads and paths. For this purpose they have requested financial support from the host State (the Swiss Confederation and the Canton Geneva) for the implementation of their security concept.
In accordance with international practice, the host State must ensure the exterior security of international organisations based on its territory, including walls, fences, etc. It is also important to maintain Switzerland's good reputation for security, especially in a context of strong competition between host States. Switzerland's favourable security record could be undermined if preventive measures commensurate with the international threat were not taken.
