Energy City Project (Municipal Energy Efficiency Project, Municipal DRR Project)

The Republic of Serbia needs to increase the share of renewable energy and improve its energy efficiency. The MEEMP will support 4 selected municipalities in the implementation of national requirements in the energy and climate sector at municipal level by introducing the European Energy Award (EEA) system to Serbia.

Contesto Poor energy efficiency and high carbon intensity due to heavy reliance on fossil fuels are few of the main challenges in the Serbian energy sector. Recently, municipalities have become increasingly responsible for achieving Serbia’s energy saving target and for establishing an energy management and monitoring system. Furthermore, in May 2014, the heavy rainfall-driven floods in Serbia required some municipalities to prepare themselves better and to take measures to reduce flood risks.
Obiettivi The overall objectives of this project are a more sustainable energy management at the municipal level through the introduction of the European Energy Award and improved energy efficiency of public buildings (mostly schools) in Kruševac, Paraæin, Užice and Vrbas. In the case of two cities investement measures in disaster risk reduction will increase the resilience in regards to floods in relation to the pledge made to Serbia after the 2014 floods in the region. Capacity building will support the implementation of the identified infrastructure priority interventions and ensure the sustainability of the project. The component foresees a series of trainings, which will raise awareness, know-how and capabilities of the local teams taking care for the implementation of the project.
Effetti a medio termine Municipalities’ energy management shall be better organised-Raised awareness about the European Energy Award in Serbia-Reduction of green house gas emissions-Increased share of renewable resources (biomass, heat pumps, waste) and reduction of fossil energy resource consumption (coal, fuel oil, natural gas)-Enlarged discharge capacity of Paraæin’s river-Increased lead time for evacuations in case of floods in Užice- Improved maintenance and operation of public buildings.

Risultati principali attesi:   Initial Energy Review with EEA tool carried out- National assesment guidance and EEA online tool drafted and translated- Training for Serbian EEA consultants carried out- 26 public buildings rehabilitated in terms of energy efficiency-Improvement of operational and maintenance procedures- Paraæin bridges rehabilitated and lifted- Installation of rain and river gauges for the functioning of EWS in Užice.
