Soft earmarked contribution to Asia South Pacific association for Basic and Adult Education (ASPBAE)

The Asia South Pacific association for Basic and Adult Education (ASPBAE) is an influential civil society network engaged in the promotion and provision of inclusive, equitable quality education and lifelong learning for the most marginalized populations. This support to ASPBAE, who is also a key civil society representative in the global education dialogue, contributes strengthening the capacity of the civil society both at global level and in the Asian countries where SDC is engaged.

Contexto Worldwide, more than 100 million young people (aged 15 to 24) still cannot read while 264 million children are out of school. The Asia region hosts half of the world out of school youth and would need to hire 15 million teachers to reach the 2030 education goals. The voice of civil society organizations is instrumental for enhancing national ownership and capacity for inclusive quality education for all and for advocating in regional and global policy fora for the right to education and the implementation of the Education Goal 4 of the Agenda 2030. 
Objetivos More inclusive and equitable quality basic education is provided thanks to strengthened civil society organizations in the Asia region and at global level.
Grupos destinarios

The 145 member organizations of ASBPAE’s network – all from the civil society – are the direct beneficiaries.

The indirect beneficiaries are on one hand the children and young people of marginalized social groups who will gain better access to quality education and, on the other hand, national and regional education constituencies that will benefit from increased accountability and means for inclusive, equitable and performing education systems.

Efectos a medio plazo

Outcome 1: Policy advocacy work from ASPBAE member organizations is strengthened at national and regional (Asia) as well as at global levels.

Outcome 2: ASPBAE member organizations have solid capacities for both advocating for and providing inclusive and equitable quality education.

Outcome 3: ASPBAE has set strategic linkages in the region between stakeholders promoting SDG 4 and the other SDGs.

Outcome 4: ASPBAE’s network provides its members with a strengthened platform and instrument for learning, building capacities and for advocating at regional and global levels.


Resultados previstos:  

1: ASPBAE (co-)organizes and participates at conferences on the integration of SDG 4  within education policies in the framework of national, regional and global for a for enhanced awareness and accountability for inclusive quality basic education particularly for the marginalized and vulnerable. 

2: Youth-led Action Research and youth constituencies are developped within ASPBAE member organizations and a toolkit/guide on Youth-led Action Research is developped/ disseminated.

3: Expanded membership and engagement of national Asian education campagin coalitions for advancing SDG 4 are facilitated.

4: ASPBAE’s website is redesigned in the perspective of becoming a resource-oriented and actionable instrument of support and the advocacy promotion.


Resultados de las fases anteriores:  

  • Synergies and communcation between Asian Civil Society Organisations reinforced through workshops and conferences organisation (e.g 12 ASPBAE member organisations came together in India for a national consultation)
  • A total of 114 member organisations,  90 individual members and 9 individual members accredited in 2016
  • Capacity building on the right to education, lifelong learning and the wider SDG4 agenda conducted such asorganisation of events, training, and publications
  • Representation of civil society in the regional and global follow up processes of SDG 4Education 2030 (e.g. participation in the 2017 high level Political forum, SDG4 Steering Committee, UN general Assembly)
  • Strong contributing in GPE Board meeting and lead-up processes with Civil Society Organisations.
