Emergency relief: Swiss Humanitarian Aid's main mission

Switzerland provides emergency relief in situations of crisis, conflict and disaster, with full respect for universal humanitarian principles. The main goal of such operations is to save lives and alleviate suffering. The Humanitarian Aid of SDC places the needs of the affected people at the centre of its activities and advocates for their own involvement in humanitarian efforts.

SDC Focus

Emergency relief is the primary mission of the SDC's humanitarian aid activities performed on Switzerland's behalf. This means providing food and drinking water as well as emergency medical care for people in need. It also includes temporary shelter for refugees and internally displaced persons. Ensuring protection for the most vulnerable is a priority of the Humanitarian Aid of SDC.

Needs-based action

Switzerland provides emergency relief where:

  • there are major humanitarian needs and a large number of people face serious difficulties as a result of a crisis, armed conflict, natural or technological disaster or an epidemic;
  • the local, national and regional capacities are lacking or unable to cope with such crisis situations and their consequences.

In order to assess the needs and decide where and when to act, the Humanitarian Aid of SDC is guided by appeals for assistance from the states concerned, the International Committee of the Red Cross and Red Crescent (ICRC) and/or the relevant UN bodies. It also draws on the observations of Swiss representations abroad and various NGOs.

The Humanitarian Aid of SDC responds rapidly on the ground, guided by the specific needs and in accordance with the fundamental principles of humanity, neutrality, impartiality and independence.

Emergency relief tools

Switzerland's emergency relief activities take a variety of forms:

  • deployment of Swiss Humanitarian Aid Unit experts
  • distribution of food and basic necessities
  • disbursement of funds to partner organisations working in the crisis zones
  • continued international advocacy and on the ground to ensure access to humanitarian aid for the victims.

Background

Humanitarian challenges have multiplied over the years and become more and more complex. Crises, conflicts and disasters are increasing in number, scope, intensity and duration. Such situations often result in violations of international humanitarian law and humanitarian principles. In brief, the humanitarian system is reaching its limits, and the biggest victims are civilian populations. Millions of people have fled suffering and violence worldwide, and such migratory flows and their consequences are also being felt in Europe. But it is always the countries of origin and their neighbouring states that bear most of the burden.

Support for local stakeholders

Switzerland advocates for international efforts that bolster the affected countries' own local, national and regional mechanisms for humanitarian action in situations of crisis or disaster. Only through such an approach can these countries and communities build the resilience needed to withstand future disasters and instability.

Transitioning to reconstruction and rehabilitation

Emergency relief measures generally come to an end when all humanitarian needs are under control and the authorities of the country concerned are again in a position to provide basic services to the local population. Once this has been achieved, humanitarian efforts can concentrate on reconstruction and rehabilitation.

Where a natural disaster has caused total devastation, or in the case of a prolonged crisis such as in Syria, aid programmes should include incentives for local populations to pursue their development autonomously in the medium to long term. Within the SDC, the specialists in humanitarian aid and in development cooperation often work together for the welfare of beneficiaries.

AsDB/AsDF: Asian Development Bank / Asian Development Fund – Core Contribution

The Asian Development Fund (AsDF) managed by the Asian Development Bank (AsDB) grants loans to its poorer member countries in the Asia-Pacific region to help them reduce poverty and improve people’s quality of life. Plannes Project: Promotion de la coopération transfrontalière locale

Jusqu’ici, l’UEMOA[1] a abordé l’intégration régionale par le haut, à travers les Etats. Les collectivités territoriales ne sont directement éligibles ni à ses allocations budgétaires[2], ni à ses programmes sectoriels. Le Conseil des Collectivités Territoriales (CCT) veut changer cette situation en initiant le PCTL qui donne aux élus locaux les ressources pour réaliser des projets transfrontaliers améliorant l’accès des populations aux services publics de base.  Il replace la décentralisation au cœur de l’intégration régionale et du développement socioéconomique.

Programme d’appui aux communes urbaines du Mali (PACUM)

Un des enjeux de la reconstruction du Mali se trouve dans la promotion de villes secondaires délivrant des services de base aux populations et redevables devant leurs citoyens. C’est l’objet de ce programme financé par la Banque Mondiale à hauteur de CHF 65’000'000. Sollicitée pour son savoir-faire en matière de développement local, la DDC apporte une contribution de CHF 18'200'000 (21% coût global) pour structurer la gouvernance à la base et soutenir les dotations d’investissement pour les villes de Koutiala et Tombouctou.

Better Planning for Albania's Government

Albania’s economy, public finance, and debt remain areas of concern as the government tries to keep positive growth and stability in a challenging context. Although capacities for policy and financial planning have improved, there still is a need for better performance, monitoring and integrated planning. Since 2005 a group of donors including Switzerland introduced the Integrated Planning System, a tool that aids the government in strategy planning while observing budget constraints.

Fifteen thousand jobs created in Tunisia since the revolution

The I-SEMER project (Swiss initiative for jobs and rural micro and small enterprises) aimed to create 10,000 jobs for young people in four disadvantaged governorates of Tunisia over a period of four years. It has exceeded its objective. This project, which has been developed in cooperation with Tunisian partners, was Switzerland's first operational support in the vulnerable zones of post-revolution Tunisia.

Swiss Bluetec Bridge: Swiss start-ups benefit disadvantaged populations

The SDC's Swiss Bluetec Bridge initiative supports these innovations to improve access to water for the poorest populations. The first start-up to benefit from a loan is the start-up company “Swiss Fresh Water” which has developed a low-cost system fordesalinating salty or brackish water.

Participation active des citoyennes et citoyens tunisiens – PACT

La Suisse veut contribuer à la transition démocratique de la Tunisie suite à la révolution de 2011. Cette transition passe par une participation accrue des citoyens, en particulier des jeunes, dans la gestion des affaires publiques à travers la mise en place de mécanismes de participation inclusive. La Suisse entend promouvoir des initiatives citoyennes faisant la promotion d’une culture de redevabilité des acteurs politiques auprès des communautés tout en formant les nouveaux élus locaux dans le cadre de la décentralisation.


Contribution au programme santé de mediCuba-Suiza (mCS)

Après plusieurs années de soutien sporadiques, la coopération suisse propose de renouveler un soutien programme à l’association suisse mediCuba-Suiza (mCS). Cette dernière collabore avec plusieurs institutions publiques de premier plan, et favorise les échanges techniques entre professionnels de la santé en leur permettant un accès aux technologies et méthodes de traitement modernes. mCS  contribue ainsi à la couverture universelle des services de santé.


Anti-Corruption Support Programme (ACS)

The programme will build technical capacity in the Prevention and Combating of Corruption Bureau to more effectively investigate complex financial corruption cases and increase asset recovery. This will reduce impunity, return financial resources and have a preventive effect. The programme will also promote collective action between state and non-state actors to build a social climate that is adverse to corrupt practices.


Youth-Inclusive Rural Finance (YIRF)

Millions of Tanzanian young people living in rural areas, in particular young women, are affected by vulnerable employment. Building on successful Swiss experience in youth employment, this initiative aims at increasing gainful self-employment through enhanced financial inclusion. It will support the design, market entrance and upscaling of innovative digital financial products and services tailored to rural youth, including female youth. In order to ensure scale and sustainability, a partnership with the private sector will be developed.


UN Joint Programme on Youth Employment

Cambodia is the most youthful country in South East Asia with more than 50% of the population below 25 years. The key challenge of Cambodia is to create decent and productive employment opportunities for new entrants to the labour market. With its contribution, SDC addresses the challenge by enabling young people to have access to skills and quality education and employment whilst promoting rightful and decent working conditions.


Gender-based Violence Prevention and Response Project (GBV Project)

Gender-based violence is prevalent in Nepal because of patriarchal values, lack of rights awareness or support services and poor implementation of laws. In the first phase, the project will directly reach 50,000 households in three districts with GBV prevention activities involving women, girls, men and boys and will provide improved medical, psychosocial and legal services for a minimum of 1’000 GBV survivors. Subsequently, the coverage will be increased.
