Epidemiological threats, natural disasters, terrorism attacks are global challenges. If a security accident is not properly managed by all security operators involved it could rapidly turn into a catastrophe with dramatic consequences for the Polish population and impact on EU security as well. The project will consistently contribute to the EU border protection. The Emergency Response Training will build capacities of the relevant emergency response management teams (in hospitals, police, public administration, border police), and train future trainers who should ensure the dissemination of the know how at a later stage.

Background

The eastern border is for Poland the most important borderline to be secured. An increased security threat coming from the neighbouring countries has been monitored and can impact on EU security as well. If a security accident is not properly managed by all security operators involved it could rapidly turn into a catastrophe with dramatic consequences for the population. Trainings on crisis management (terrorism attacks, epidemiological threats, etc.) to relevant local decisions makers and operators at the borders are impellent in order to coordinate and harmonize procedures and standards in crisis response.

Objectives

Streamline the functioning and closer cooperation pertaining to the emergency response between appropriate services and entities of both government and local government administration in the EU eastern border areas:

  • Streamline cooperation between services
  • Expanding coordination mechanisms
  • Strengthening cooperation and know-how knowledge
  • Formulating needs as regards updating

 

Target groups

Employees of the district and municipal emergency response management teams of Police Border Guards, rescue and medical services and local managers of system of emergency infrastructures from the area of eastern border of Poland.

Activities
The Polish General Police Headquarters as the executing agency shall be responsible for the content-related and financial property of the project. The Polish Police Headquarters will launch an open tender to select a training specialist. The specialist will be asked to prepare the training programme and deliver it. In addition to the training the specialist will prepare 4 broader promotional events.
Results

Achieved results:  

  • Increased effectiveness of emergency response in 5 voivodeships in Podkarpackie, Malopolskie and Lublin through delivery of equipment and capacity building
  • 97 trainings on emergency response delivered to 2'343 representatives of local authorities and entities in charge of the protection of the population (99 institutions involved)
