Libia: assistenza e protezione ai migranti

Per le migliaia di persone che fuggono da situazioni di violenza e miseria e sperano di raggiungere l’Europa attraverso il Mediterraneo la Libia continua a essere un luogo di partenza molto gettonato. Nel Paese la DSC sostiene due ONG che forniscono assistenza ai migranti vittima di aggressioni e detenzioni arbitrarie. Nel 2015 la Svizzera ha stanziato 2 milioni CHF ai settori della migrazione e della protezione dei civili in Libia.

Le rivolte popolari che hanno scosso il Nord Africa a inizio 2011 miravano a colpire anche le forze di sicurezza che per decenni avevano appoggiato i regimi dittatoriali in Egitto, Libia e Tunisia. Per agevolare la transizione democratica è quindi prioritario riformare le forze armate, ossia esercito, polizia e servizi di sicurezza. In questo campo la Svizzera dispone di competenze riconosciute a livello internazionale grazie al Centro per il controllo democratico delle forze armate (DCAF) con sede a Ginevra. Dal 2011 il centro assiste in modo rapido ed efficace i Paesi partner che ne fanno richiesta nel processo di riforma del settore della sicurezza. Nonostante le numerose affinità, le sfide da cogliere in Tunisia, Marocco, Libia ed Egitto sono molto diverse.

ACTED: Strengthening humanitarian coordination and access to safe and dignified protection in Libya

Through the current intervention, ACTED will adopt a twofold approach aiming to contribute to strengthen the response to protection cases in Libya through enhanced coordination and provision of cash assistance. On the one hand, ACTED will strengthen response capacities through the distribution of one-off cash grants based on ongoing protection monitoring activities. On the other hand, the project will support the voices of INGOs in the humanitarian coordination structure, by developing the activities of the INGO Forum.

North Africa Cultural Programme (NACP), Phase 1

By developing a Regional Cultural Programme, Switzerland seeks to facilitate intercultural dialogue and exchange as a foundation for peace and conflict sensitive development in North Africa and to foster artistic expression as a driver of change in support to the challenges of transition. This will promote peaceful coexistence, political stability and social cohesion in North Africa, hence providing a contribution to the prevention of violent extremism and alternatives for the fulfillment of North African youth in their own societies.

Le programme fournit un cadre pour un appui à la Culture comme vecteur d’échanges et de dialogue entre les personnes et les sociétés civiles en Afrique du Nord. Il contribue aux processus de transition politique, à la création d’opportunités de développement économique et à une vision positive de la migration. Il renforce la capacité des peuples d’Afrique du Nord à mettre en valeur leur patrimoine et aux jeunes de la région à exprimer pacifiquement leurs aspiration et leur inventivité.

Libya remains trapped in a protracted economic crisis, insecurity, and political deadlock leading to an increase in vulnerabilities and in the number of people in need of humanitarian assistance. As estimated by the Humanitarian Response Plan (HRP) Libya (2017), 1.33 million people, including some 439,000 children, are in immediate need of humanitarian aid and protection and 241,000 children require quality education.

Fleeing persecution, violence and armed conflict, mixed migrant groups from Sub-Sahara and the Middle East continue to arrive in Libya despite a fragile protection environment. Due to the ongoing instability and the lack of a national protection system, they are highly vulnerable and risk abuse and detention. The project aims to foster a protective environment for mixed migrants in detention centers and camps in and around Tripoli through improved protection and humanitarian assistance.

Swiss Capacitiy-Building Facility (SCBF): North Africa Contribution

Formal financial inclusion is critical for pro-poor economic growth and remains low in North Africa. The intervention aims to increase well-being and livelihood of low-income people and smallholder farmers, through financial inclusion. The SCBF focuses on tailor-made technical assistance to partner financial institutions to up-scale sustainable and client-oriented financial services offered responsibly. The contribution leverages the expertise of the SCBF for financial inclusion in North Africa and seeks synergies with other North Africa projects.
