Community Policing in Rural Areas

This project aims at strengthening the Romanian Police capacity to prevent and counter criminality in the rural areas through community policing, shifting from the exclusive perspective of coercive approach to one which focuses on prevention, problem-solving and service delivery. Contexte
The Ministry of Administration and Interior/Public Order Directorate is going through a major restructuring process to strengthen police service delivery and public safety in rural areas, and to play an active role in promoting socio-economic development in vulnerable communities through prevention initiatives and awareness-raising to counter antisocial and criminal behaviour.
Objectifs
This project aims at strengthening the Romanian Police capacity to prevent and counter criminality in the rural areas through community policing, shifting from the exclusive perspective of coercive approach to one which focuses on prevention, problem-solving and service delivery. It will be achieved by promoting the community policing concept through capacity building, innovation, expertise transfer, fostering cooperation with local communities, and improving local governance on policing. A special focus will be put on Roma and other socioeconomically disadvantaged communities.
Activités
Two trainings for the middle management public police officers and top managers of the Romanian police will take place.
18 top police managers will be trained in different related areas. One best practices exchange international workshop/seminar as well as one study visit for 5 Romanian police officers in Switzerland will be organized.
Roma language/cultural awareness trainings will be performed.
The procurement for equipment/vehicles will increase mobility and operational capacity of rural police.
Résultats
The expected results are:

  • A sociological/perception study is performed in th 97 target villages.
  • A Roma Center for Language/Cultureal Awareness Training is established.
  • Logistical and operational support at the level of police sections/posts provides better services to Roma and other socioeconomically disadvantaged communities.
