Operational capabilities of the Anticorruption General Direction (AGD)

Contexte
Romania has taken up the challenge to fight against corruption. Important efforts were made by the Romanian Government in the past years to develop institutional and
legal measures (four new codes including the penal and the criminal procedural codes) to efficiently prevent and counter corruption. The European Commission’s periodical assessments of Romania’s
progress in meeting the benchmarks established under the Co-operation and Verification Mechanism regularly underline the progress made in Romania, a progress illustrated by an increasing number of
incitements.
Objectifs
The project objectives focus on strengthening the operational capacity of the Anticorruption General Direction in preventing and countering complex cases of corruption
within the Ministry of Administration and Interior through (i): Improving the capacities of corruption evidence gathering and processing and ensure that the equipment endowment is modern and safe
enough to support the AGD corruption prevention and investigation activities and (ii):Developing the capacities for conducting background, sociological and statistical researches on corruption within
the Ministry.
Activités
The objectives will be achieved by strengthening the technical capacity of investigative teams to perform efficient undercover investigations (see result 1), by securing
the IT and Communication systems that need upgrading to ensure that field operations can take place safely (see result 2) and by equipping the crime analysis teams with minimum statistical package to
perform statistical analyses included in their general studies and discover crime patterns and series (see result 3).
