Updating flood protection plans upper Tisza

The project’s goal is to protect the population of the upper Tisza river by taking appropriate measures against floods. To achieve this, topographical and biomass data is acquired by aerial scanning before being transformed into a relief model of the embankments of the Tisza river. This model serves as a basis for effective measures in case of floods.

Contexte
The project will be implemented in the upper Tisza area. Tisza is after the Danube one of the two major rivers crossing Hungary, with the majority of its catchment area in the Ukraine, Slovakia and Romania. The upper Tisza area is the entry point of the Tisza to Hungary from the Ukraine. In recent years, Ukrainian water authorities have consolidated and raised embankments along their side of the river. This increases the risk of floods downstream in addition to factors such as climate change and other human interventions. In the Tisza river section covered by this project, water is channelled in a narrow, valley-like area. High quality and accurate information on topography and surface objects is needed to ensure precise flood forecasts and rapid responses.

Objectifs
The goal is to protect the upper region of the Tisza river and downstream areas against floods. The project obtains accurate information on topography and vegetation of embankments to be able to take appropriate measures in case of floods to avoid damages.
Activités
The project consists of the aerial acquisition of topographical and biomass data with laser, orthophoto and hyper-spectral camera. The data is then processed in a relief model resp. in a spatial vegetation database before resulting in a modelling scenario of dam failure. This final result will be used to up-date prevention plans in case of floods.
Résultats

The expected results are:

  • Aerial field and biomass data acquisition with laser, orthophoto and hyper-spectral camera technology;
  • Processed data in form of a relief model resp. a spatial vegetation database;
  • Elaboration of a 4D modelling scenario of dam failure;
  • Accurate, up-dated prevention plans for appropriate measures to be taken in case of floods.
