Status of the implementation of the projects

EU-10

By June 2012, 210 definitive project applications for CHF 950 million have been approved. In other words, 100% of the budget for projects in the ten new Member States has been definitively approved.

Romania und Bulgaria

By the end of 2012, five project proposals for CHF 54.2 million have been provisonally  approved. Moreover, 13 thematic funds and eleven individual project applications for CHF 133.6 million have received definitive approval. In other words, CHF 187.8 million, i.e. 77% of the budget for projects in Romania and Bulgaria, has been either provisionally earmarked or definitively approved.

Two-stage project approval procedure
The decision-making bodies of the SDC and SECO use a two-stage approval procedure to examine project proposals: only after the preliminary project proposal has been approved (stage 1) is the applicant allowed to prepare and submit a detailed project proposal (stage 2). This two-stage approval procedure improves the quality of projects since the preliminary project proposal approved in stage 1 can be used as the basis for determining action to be taken from stage 2 onwards. At the same time, it reduces the applicant’s preparation costsif the project proposal does not make it past stage 1.

To what extent has the enlargement contribution been implemented?

The implementation of the enlargement contribution is well under way, as 100% of the project budget for the EU 10 has been committed.

The five-year commitment period during which project applications are approved ended on 14 June 2012. All projects are now in the operational implementation phase. Payments will increase substantially in line with the progress of the projects.

As the framework credit for Romaniaand Bulgaria was approved more than two years later, the commitment period for these two countries will expire at the end of 2014.
