Poland – A partner country for Switzerland’s contribution to EU enlargement

The Swiss contribution to Poland amounts to CHF 489 million. Between now and 2017, 58 projects designed to reduce economic and social disparities in Poland will be implemented. Roughly 40% of the funding will be allocated to structurally weak regions in south-eastern Poland. A Swiss contribution office has been etablished in Warsaw for the purpose of working closely on project implementation with the national coordination unit (NCU) within the Polish Ministry of Regional Development.
Areas of Activities
Security, stability and support for reforms
Switzerland will promote regional development initiatives in peripheral or disadvantaged regions to support municipalities, create revenues and strengthen decentralised structures. In addition, Swiss funds will be provided for projects contributing to the protection of eastern EU borders by increasing efficiency and effectiveness of border check points and customs services units.
Environment and infrastructure
The rehabilitation and modernisation of basic infrastructure and the improvement of the environment constitute the focus of this activity area. On the one hand, in order to increase living standards and to further sustainable economic development, enhanced solid waste management on municipal level will be promoted. In addition, projects which contribute to improve the management, the safety, the efficiency and the reliability of communal and regional public transport systems will be supported. On the other hand, Switzerland will provide funds for measures aiming at the introduction of renewable energy systems, the improvement of energy efficiency and the reduction of harmful emissions. Moreover, biodiversity and nature protection measures as well as cross-border environmental initiatives, such as the Carpathian convention, will be promoted.
Promotion of the private sector
In order to promote employment creation, the access to financing for SMEs and the institutional business environment shall be improved. To this end, Switzerland will support the provision of long-term capital and promote measures aiming at institutional and regulatory capacity-building for corporate sector financial reporting and auditing. In addition, export-oriented Polish SMEs will be supported, particularly in the fields of eco-efficiency and tourism.
Human and social development
The strengthening of the scientific potential and applied research as well as the prevention of health risks and the enhancement of primary health care constitute the focus of this activity area. On the one hand, Switzerland will grant scholarships, promote joint research projects and finance exchange programmes. On the other hand, Swiss funds will be used to enhance prevention and health education programmes and to promote health care and social services for the elderly and the handicapped persons.
Moreover, Switzerland will support partnerships between Swiss and Polish municipalities or regions as well as initiatives of the civil society contributing to social service provision and to environmental concerns.
In addition to the thematic focus, part of the enlargement contribution is also to be geographically concentrated. The regions of "Lubelskie", "Malapolskie", "Podkarpackie" and
"Swietokrzyskie" are vested with priority. With a per capita gross domestic product lying at approx. 35% of the EU-25 average, these regions boast the lowest development indicators in
Poland. At least 40% of the enlargement contribution to Poland is to go to the benefit of these regions either directly or indirectly.

The bilateral Framework Agreement with Poland
The Framework (core) Agreement basically sets down the objectives of the contribution, its amount, the form, and the utilization of the financial support, together with the key stipulations on the contribution's implementation which are more specifically detailed in the Annexes.

Annex 1 of the Framework Agreement contains the principles upon which cooperation is based, describes the main strategic guidelines in implementing the contribution, and specifies the geographic and thematic focuses.

Annex 2 defines the practical rules and procedures agreed upon, i.e., the procedures for project submission, project approval, project implementation, payment, controlling, and audits – all are described in detail along with specification of the respective responsibilities.

Finally, Annex 3 contains the procedures for the special financing facilities such as the so-called Block Grants, the Project-Preparation (Seed Money) Facility, the Technical Assistance Fund, and the Scholarship Fund.

The Project Preparation Facility Agreement with Poland
The Project Preparation Facility (PPF) Agreement shall be used for the elaboration of the documentation for the Final Project Proposals resulting from Project Outlines approved by Switzerland. The PPF Agreement between Switzerland and Poland has been signed on 1st July 2008 in Warsaw.
