Estonia.jpgThe Swiss contribution to Estonia amounts to CHF 40 million. Between now and 2017, 18 projects designed to reduce economic and social disparities in Estonia will be implemented. A Swiss contribution office has been etablished in Riga for the purpose of working closely on project implementation with the national coordination unit (NCU) within the Estonian Ministry of Finance.






 


Areas of Activities

Security, stability and support for reforms.
In order to increase security and to enhance crime prevention and emergency response, Switzerland will support measures that aim at securing the Schengen border and at modernising the judiciary. In addition, projects targeting increased fire safety and strengthened information and communication technology systems of emergency centres will be funded so as to prevent and manage disasters.

Environment and infrastructure.
In order to reduce environmental pollution, increase living standards and promote sustainable economic development, measures aiming at reducing harmful emissions and increasing energy efficiency will be supported. For this purpose, energy efficient construction methods and modern building standards will be promoted. Furthermore, existing environmental monitoring systems will be modernised and upgraded, among others by supplying up to date environmental measuring equipment.

Promotion of the private sector.
In order to improve the regulation of the financial sector, specific measures in the field of corporate sector financial reporting and auditing will be funded, thereby supporting the effective implementation and enforcement of the Acquis Communautaire of the European Union.

Human and social development.
In order to improve public health services, the modernisation of radio communication systems of emergency institutions will be supported. Furthermore, Switzerland will contribute to the renovation of two orphanages. Additional funds will be provided so as to strengthen the scientific potential through enhanced access to education and research programmes. In particular, a Scholarship Fund for advanced degree and post-graduation programmes in Switzerland will be established.
Moreover, in order to promote civil society’s contribution to economic and social cohesion, specific projects addressing the development of services for local residents will be financed.

The bilateral Framework Agreement with Estonia

The Framework (core) Agreement basically sets down the objectives of the contribution, its amount, the form, and the utilization of the financial support, together with the key stipulations on the contribution's implementation which are more specifically detailed in the Annexes.

Annex 1 contains the principles upon which cooperation is based, describes the main strategic guidelines in implementing the contribution, and specifies the thematic focus.

Annex 2 defines the practical rules and procedures agreed upon, i.e., the procedures for project submission, project approval, project implementation, payment, controlling, and audits – all are described in detail along with specification of the respective responsibilities.

Finally, Annex 3 contains the procedures for the special financing facilities such as the so-called Block Grants, the Project-Preparation (Seed Money) Facility, the Technical Assistance Fund, and the Scholarship Fund.

The Project Preparation Facility Agreement with Estonia

The Project Preparation Facility (PPF) Agreement shall be used for the elaboration of the documentation for the Final Project Proposals resulting from Project Outlines approved by Switzerland. The PPF Agreement between Switzerland and Estonia and has been signed on 23 January 2009 in Tallinn.
