Cyprus – A partner country for Switzerland’s contribution to EU enlargement

The Swiss contribution to Cyprus amounts to CHF 6 million. Between now and 2017, 3 projects designed to reduce economic and social disparities in Cyprus will be implemented. The project implementation is accompanied by the SDC in Berne.

Areas of Activities

Environment and infrastructure.
Switzerland will support the planning and implementation capacities of the public administration in the environmental sector. To this end, projects aiming at enhanced strategic planning, facilitated knowledge transfer and improved environmental monitoring and information systems will be promoted.

Human and social development.
Swiss funds will contribute to enhance and modernise the technical and vocational training in Cyprus. Vocational training system reform, development and modernisation of vocational training courses, appropriate training for instructors and adequate equipment of vocational training centres will be supported. Two years after the beginning of the commitment period and upon a joint decision by Switzerland and Cyprus, additional activity areas of the public administration may be declared eligible for Swiss funding.

Furthermore, up to 200'000 CHF will be allocated to small projects that benefit both the Greek Cypriot and the Turkish Cypriot communities with a view to encouraging bi-communal contacts.

The bilateral Framework Agreement with Cyprus

The Framework (core) Agreement basically sets down the objectives of the contribution, its amount, the form, and the utilization of the financial support, together with the key stipulations on the contribution's implementation which are more specifically detailed in the Annexes.

Annex 1 contains the principles upon which cooperation is based, describes the main strategic guidelines in implementing the contribution, and specifies the thematic focus.

Annex 2 defines the practical rules and procedures agreed upon, i.e., the procedures for project submission, project approval, project implementation, payment, controlling, and audits – all are described in detail along with specification of the respective responsibilities.
