Safety in Road Traffic

Poland has one of the worst records on road safety in Europe. The project will support the responsible national and local authorities to address this issue with a mix of training and formation, consulting, campaigns and equipment.

Kontext
Poland has one of the worst records in Europe on road safety with 109 road deaths per milion inhabitants. After the end of communism and the adhesion to the EU road traffic increased dramatically, meeting both the traffic police as well as the road users completely unprepared. Modern style physical measures to reduce the risk of accidents are widely unknown, the equipment as well as the relevant knowledge of the traffic police is outdated and most road users are not used to deal confidently with the dangers of modern traffic circulation.
Recent polls show that awareness of this problem is gradually raising among the population. Equally the National Police and local governments are showing increased interest in road safety.
Ziele
Overall goal: Improvement of road safety in Poland among the most vulnerable users such as motorcyclist, the elderly and pedestrians.
Objectives: (i): Key actors such as police officers and (mostly local) government officials are able to apply modern forms of surveillance and take an active role in prevention; (ii): Road safety is improved in selected "high risk" areas through physical measures; (iii):Awareness of road users is increased with focus on risk averse behaviour.
Aktivitäten
The project will start with 4 study visits to Switzerland for representatives of the national and local police, local government as well as selected specialists followed by 13 training workshops in Poland for approx. 600 people. This process will be accompanied by 4 study visits to Poland of Swiss experts to follow-up in order to deepen the acquired and transfered knowhow.
Besides, six pyhsical investments (pilot measures) to improve road safety are planned as well as nationwide social campaigns aiming at specific audiences to raise their awareness.
Ergebnisse
The expected results are:

  • 617 representatives of the Police and local goverment units are trained and their skills improved.
  • 6 "high risk" sites in the three selected Powiats are identified and pilot investments to reduce the probability of accidents carried out.
  • the local traffic police of 6 Powiats are equipped each with 2 unmarked police cars and new technical equipment.
  • 3 social campaigns aiming at the most vulnerables road users are conducted.
